Present regime has humiliated, insulted Panchayat members: Mufti


Jammu, Nov 24: Reiterating resolve of his party to restore sanctity of all democratic institutions in the State, patron of the Peoples’ Democratic Party (PDP) Mufti Mohammad Sayeed today said that PDP is the only party, which has been playing important as well as historical role in the politics of Jammu and Kashmir.  He said that formation of PDP was a turning pointing in the political history of the Jammu and Kashmir because that this party has restored peoples’ faith in the democracy. He further added that formation of PDP-Congress government after the 2002 assembly elections had also changed political discourse of the State.

Addressing one day convention of prominent party workers at Jammu province here today, Mufti said that even after 2008 assembly elections it is only the PDP which has been pursuing visionary agenda for establishing lasting peace and tranquility. “It is result of the convictions and vision of our party that PDP has earned credibility and trust of the people of Jammu and Kashmir”, he said, adding, “successfully connecting with people in the biggest achievements of PDP”. He added that his party has scripted a new chapter of peace and development in Jammu and Kashmir and successfully implemented the pro-people agenda.

Highlighting achievements of the previous PDP-Congress regime, he said, “Our party had convinced successive governments at Delhi, through our convictions, to initiate some bold Confidence Building Measures (CBMs) to restore lasting peace in this region”. He mentioned that PDP had entered into alliance with Congress by formulating a Common Minimum Programme (CMP) in which wishes of all people were incorporated and pro-peace agenda was given first priority.

He recalled that before 2002 there was a sense of fear and insecurity among the masses but after formation of PDP-Congress government peace was restored to a large extent. PDP was formed in 1999 with an aim to restore peace and to uphold dignity and honour of the people of Jammu and Kashmir. “Aim of PDP is not to attain power but to address grievances of the people,” he said and observed that biggest achievement of his party was that it had connected itself with the common masses and restored confidence of the people in democratic institutions.

Sayeed pointed out that during the last nearly four years the present regime has eroded and undermined all prestigious democratic institutions be it Assembly, local bodies or Panchayati Raj Institutions.

Pointing towards inordinate delay in holding civic bodies elections without any reasons, he reminded the gathering that it was during the PDP led regime that elections of civic bodies were held after a gap of more than two decades. “Civic bodies elections were scheduled to be held in the month of February 2010 but the government has been delaying the elections without any reason”, he said and added that indifferent attitude to give powers to the Panchayats and inordinate delay in conducting civic bodies election reflects dictatorial mindset of the present dispensation.

He mentioned that decision to cancel Block Development Council (BDCs) elections was a clear indication that this government does not want to strengthen Panchayati Raj institutions in Jammu and Kashmir.

PDP patron said that the present regime has dis-honoured mandate of the people who had turned out in large number of cast vote in Panchayat elections which were held in the month of April 2011.  “Not only this government has humiliated elected Panchayat members but has also insulted those voters who had cast their votes with a hope to strengthen democratic institutions at grass root level”, he said.
